What is a Ship Recycling Plan?

A Ship Recycling Plan is a living document detailing the specific recycling process information relating to a specific marine vessel.

Do I need a Ship Recycling Plan?

In accordance with the 2011 Guidelines for the Development of the Ship Recycling Plan under the Hong Kong Convention, and the EU Ship Recycling Regulations, ships that are to be recycled require a Ship Recycling Plan.

Additionally to the regulations, the benefits of ship recycling in reducing human and environmental impacts include:

• Recycling reduces the need for mining - An environmentally damaging practice.
• Some materials can be recycled infinitely.
• Contributes to the sustainable development of the shipping industry whilst minimising and reducing the current environmental impact on oceans and seas.
• Deters the practice of ‘beaching’ and protects workers from dismantling without using PPE.
• Control, monitor and reduce the impact of IHMs on local environments that disrupt biodiversity and can affect the surrounding environments impacting on wildlife, farming and communities.

What should be included in my Ship Recycling Plan?

Under the guidance, the plan should be approved by a Competent Authority and verified as properly reflecting the information from the Inventory of Hazardous Materials (IHM) during the final survey before an International Ready for Recycling Certificate can be issued.

Preparation of the plan should, therefore, begin well before a ship arrives at a Ship Recycling Facility.

An effective ship recycling plan should include, but is not limited to, the following (as recommended by the DNV GL):

• Ship recycling contract
• Inventory of Hazardous Materials
• Competent authorisation of the Ship Recycling Plan (SRP)

The final version of the Ship Recycling Plan should be authorised and include the final version of the IHM.
