What Hazardous Materials should be inspected and tested?

Many hazardous materials in the marine industry come in the form of explosives, flammable and combustible substances, poisons, toxins and radioactive materials. Often these substances hazardous to both health and the environment are released as a result of misuse or substances are unknowingly disturbed.

Commonly ships and offshore platforms will contain quantities of Asbestos, Polychlorinated Biphenyls (PCBs), Organotin Compounds, inc TBTs and microbiological contaminants, Ozone Depleting Substances (ODS). Heavy Metals, Polybrominated biphenyl (PBBs), Polybrominated diphenyl ethers (PBDEs), Polychlorinated naphthalenes (PCN - more than 3 chlorine atoms), Radioactive substances, Certain short chain chlorinated paraffins (SCCP - Alkanes, C10-C13, chloro), Perfluorooctanesulfonic Acid (PFOS) and Hexabromocyclododecane (HBCDD). within the structure, plant or componentry. These substances, as detailed within Maritime Environmental Protection Committee; MEPC 269(68) and Regulation (EU) No 1257/2013, should be tested during your Inventory of Hazardous Materials survey and included in the subsequent report.

The Inventory of Hazardous Materials (IHM) was introduced in 2009 and will be a mandatory requirement for all ships weighing over 500GT in the near future, however, the European Union has introduced the requirement that all ships visiting its ports will have to have an approved IHM by December 2020.

Our Capabilities

Lucion Services is a UKAS accredited testing laboratory No. 2569 and inspection body No. 0263. Located in the UK, operating 7 days a week, our facility is capable of processing a staggering 6,000 bulk samples per week (in line with UKAS restrictions of 60/70 sample points per day, per analyst).

What are my responsibilities?

The European Union adopted the Hong Kong Convention 2009 early (in 2013) outlining requirements that ships flying the flag of Member States of the Union and recycling facilities within the EU have to fulfil in order to make sure that ship recycling takes place in an environmentally safe manner, protecting both people and the surrounding environment.

If you are a ship or fleet owner bearing the EU member states flag, you are required by law to have conducted an initial Inventory of Hazardous Materials (IHM) survey by December 2020.
