What is a Hazardous Materials Management Plan?

Developed by the Office of Environmental Health and Safety, a Hazardous Material Management Plan (HMMP) identifies and details the risk posed by hazardous materials present on a particular site or asset and sets out the procedures and persons responsible for controlling those risks.

Hazardous materials are defined as any item, substance, or chemical which has the potential to cause harm to humans, animals, or the environment, either by itself or through interaction with other factors.

Your Hazardous Materials Management Plan should include the following:

  • Roles & responsibilities
  • Policies and procedures for day-to-day operations, refurbishments, specialist works and emergencies
  • Risk assessments of each occurrence of hazardous material
  • Action plan for monitoring of hazardous materials
  • Training requirements for roles and personnel based on their responsibilities

The plan should be reviewed every twelve months (minimum) to ensure that changes in the organisation are considered and accounted for i.e. change in management structure, personnel and responsibilities.

What hazards should my Hazardous Materials Management Plan cover?

Your risk assessment should assess both shipboard hazardous substances and hazardous substances on board your vessel or offshore platform including:

  • Asbestos
  • Polychlorinated biphenyl (PCBs)
  • Tributyltin Compounds (TBTs)
  • Ozone Depleting Substances (ODS)
