CL:AIRE PUBLISHES ASBESTOS IN SOIL GUIDANCE CAR-SOIL TM

14 July 2016

CL:AIRE is delighted to announce the publication of the Joint Industry Working Group Asbestos in Soil and Construction & Demolition (C&D) Materials guidance titled “Control of Asbestos Regulations 2012: Interpretation for Managing and Working with Asbestos in Soil and Construction & Demolition materials: Industry Guidance (shortened name CAR-SOIL TM)”.

Financially backed by Lucion Services, Erith Group, Harrow Estates, Soilfix Ltd, and Vertase, this authoritative document has been prepared with the support of the Health and Safety Executive and presents the definitive explanation of how the legal requirements of the Control of Asbestos Regulations 2012 (CAR 2012 or the Regulations) have been interpreted to apply to work with asbestos contaminated soil and construction & demolition materials.

The guidance is underpinned by the fundamental requirements expressed in the Regulations, in relation to the protection of employees from risks related to exposure to asbestos, but is set within a carefully considered framework designed specifically for soil and C&D materials contaminated with asbestos.

In order to be more directly applicable to the risks associated from work on soil and C&D materials contaminated with asbestos, the Regulations have been interpreted in order to allow practical guidance to be produced that is fit for purpose whilst allowing compliance to be demonstrated with the overarching requirements set out in the Regulations.

The document also contains commentary and guidance on matters relating to environment, planning and requirements which are outside the scope and requirements of CAR 2012, the supporting Approved Code of Practice and guidance L143 produced by HSE.

The guidance document will prove to be an invaluable resource for all practitioners working in the construction sector. Whether you are undertaking ground investigations, remediation or general construction activities, this guidance document will assist in identifying the key issues that should be considered when managing and working on site with soil and C&D materials affected by asbestos.

The two decision support tools published in BETA version in January 2016 and referenced in CAR- SOIL TM, are currently being updated and will be available shortly.

This document is free to download and can be accessed by visiting www.claire.co.uk/asbestos.

Lucion Contaminated Land Specialist Alec Hales said:

“In the past 12 months alone we have seen more demand on asbestos in soil services than ever before, in order for Lucion to remain at the forefront of the industry we believe investment and strategic partnerships with reputable independent bodies such as CL:AIRE will not only provide Lucion with more understanding but that of everyone in the industry.

“In a recent client survey, 82% of our clients agreed that beyond our primary service offering, reliance of industry knowledge sharing was a major factor when selecting Lucion as a provider.

“This is now the second publication Lucion have pledged to support in aid of asbestos in soil research and development. In 2013 Lucion sat on the CIRIA project steering group and played an active part in contributing towards the production of the guidance document Asbestos in soil and made ground: a guide to understanding and managing risks (C733).”
