Lucion Environmental win a place on the Council of the City & County of Swansea Framework to deliver Asbestos testing and Analytical Services

We are delighted to announce that after a competitive process, Lucion Environmental has been awarded a place on a Framework Agreement for the Provision of Asbestos Testing and Analytical Services which was run by the Council of the City & County of Swansea. 

 

The Council is the contracting authority but the framework is a national arrangement on behalf of the wider public sector in Wales. The authorities who will be able to access our services are:

  • Blaenau Gwent County Borough Council
  • Caerphilly County Borough Council
  • Monmouthshire County Council
  • Newport City Council
  • Torfaen County Borough Council
  • Bridgend County Borough Council
  • City of Cardiff Council
  • Merthyr Tydfil County Borough Council
  • Rhondda Cynon Taff County Borough Council
  • Vale of Glamorgan Council
  • Pembrokeshire County Council
  • Ceredigion County Council
  • Wrexham County Borough Council
  • Denbighshire County Council
  • Flintshire County Council
  • Isle of Anglesey County Council
  • Conwy County Borough Council
  • Gwynedd County Council

The framework is also open for all public sector organisations across Wales to use, including; 

  • The Welsh Assembly Commission;
  • UK Government, their agencies, companies and limited liability partnerships or other corporate entities, which operate in Wales;
  • NHS Health Boards in Wales;
  • Higher and further education bodies in Wales;
  • Police and crime commissioners and police forces; national park, and fire and rescue authorities in Wales;
  • Citizen Advice Bureaux in Wales;
  • Registered social landlords;
  • Schools, sixth-form colleges, foundation schools and academies in Wales
  • HM Inspectorate of Schools in Wales (Estyn);
  • Town & Community Councils in Wales;
  • Tribunals
  • Welsh Government;
  • Housing associations;
  • Wales Council for Voluntary Action
  • Third sector bodies

Following the award, we are now preparing our operational teams to ensure they are ready to provide asbestos analytical services to clients who choose to access our services through the framework. 

This new contract is a great opportunity for Lucion to provide surveying and analytical services to Councils and other public sector organisations right across the country, utilising our extensive experience and expertise in working with local authority clients.

What services can Lucion Environmental provide under this Framework?

Through this framework, we will be providing a range of asbestos analytical services to the Councils and other public sector organisations, including:

Our Cardiff and St Assaph offices will be central to servicing this framework and all call-off opportunities. 

We have a large resource covering the Wales and South West and North West areas with more than 50 BOHS qualified asbestos air analysts ready to be mobilised and support clients with their asbestos management activities.

 

Air Testing

As the leading asbestos consultancy services provider in the UK, we have extensive experience and expertise in delivering asbestos air monitoring and clearance testing services and can provide immediate and accurate results to our clients. Analytical data is recorded digitally by our Lead Analysts using our NexGen mobile app for seamless data collection and reporting of all relevant, analytical and clearance certificates. The app prompts our analysts to take photos, record key details and sign-off at each stage of the project, meaning reports and documents are accurate and detailed. 

Our air analysts’ vehicles are fitted with mobile laboratories for conducting Phase Contrast Microscopy (PCM) analysis which means that clients do not have to wait for our analysts to return to the laboratory to complete the tests. Our NexGen system then creates HSG 248 compliant and UKAS approved air testing certificates automatically allowing instant reporting to clients with no delays. Certificates can be delivered via email and our Analysts have WIFI printers in their vans if hard copies on-site are required to be left on site.

 

Bulk Sampling

For bulk sampling of suspected asbestos materials, our competent surveyors are trained and audited for the taking of bulk samples in line with our UKAS accredited procedures which are based on guidance from the HSG 248 guidance. Samples are delivered to and analysed at our UKAS ISO 17025 laboratory which is the largest asbestos testing laboratory in the UK with a capacity to analyse and process up to 2,000 samples per day. Staffed by over 30 BOHS P401 bulk analysts the laboratory is operational 7 days per week, 16 hours per day, and also includes a soil testing and scanning electron microscopy testing suite for more specialised testing capability.

Our NexGen project management system automatically creates an HSG compliant bulk sample report using data entered by the surveyor and laboratory analyst throughout the process of bulk sample identification. These automatically generated reports save time, reduce costs and provide a professional and informative report every time. Our reports can be delivered in pdf format and are clear, concise and easy to read. Data and reports are updated in real-time which means that as soon as the results of the analysis are approved in the lab we can issue the certificate of analysis to our clients and allow them to move forward with the next steps in their project.
