North West Airport Transformation Project

Lucion Services was appointed by a leading construction firm in 2017 to provide CDM Principal Designer (PD) support services for the extension and refurbishment of a terminal at a major airport in North West England.

The client has their own internal health and safety team, however, we were appointed to provide PD  support services and ensure that they fulfil their duties under the construction and design management regulations (CDM) 2015.

The project is part of a £1Billion investment into the airport which is due for completion in 2021 and involves the extension of the terminal, alterations of the terminal forecourt the construction of a new pier and link bridge, a new multi-storey car park and new outbound baggage shed.

Due to the operations of the site and environment, the biggest challenge is to deliver the project whilst at the same time achieve minimum disruption to the operation of the existing airport terminal. 

As the work involves refurbishment and alterations within a large proportion of the existing terminal as well as adjacent areas, the project requires extensive planning with all project stakeholders to ensure the design of the construction phase addressed key project and safety risks.

The Solution

Our NEBOSH Construction qualified CDM Expert Consultants became a key part of the project team and supported the PD to implement a design risk strategy for the project and helped to manage the liaison and coordination with the wider design team, including other designers and stakeholders. 

During the pre-construction phases our Consultant was heavily involved in design team meetings to assist in the design and update of risk registers for the project and ensuring that risks were communicated to all personnel and stakeholders to prevent delays and issues occurring later on in the project’s duration. We have regularly attended meetings throughout the project to support the PD in organising and reviewing the health and safety file prior to handover of each phase to ensure the requirements of the PD role are met.

We helped to formulate the phasing of the construction phase relating to key stages and areas of the work in order to compartmentalise and minimise the risk. This approach of managing risk through design also meant that the number of area shutdowns required for stripping out and construction works were kept to an absolute minimum and that alternative transit routes for customers could be put in place safely.
